Russia is taking visible steps to create its own ‘Internet’ President Vladimir Putin last month passed a new law to create such a system. Technology magazine ‘Oarad’ says Iran is on the road to Russia. Last month, Iran announced it had finished 80 per cent of the ‘national data network’ project, the country ended. The project is part of building Iran’s own ‘Internet’ system.
The desire to achieve sovereign power over the Internet is not new in the world. Till now China is ahead of everyone else. Attempts to detach China from the US-controlled global Internet system are now known as “The Great Firewall of China”. It’s a huge censorship system. Despite the debate over the censorship of Chinese people in independent expression, the economic impact of the project is quite deep. Under this, China has been able to build hundreds of millions of dollars worth of internet-based companies.
Through this software-based censorship system, China has actually established control over the people. People are able to access any information, content or any website that is being controlled through it. According to experts, this system is controlled by the surface of the Internet. Because China’s censorship can be easily passed by using alternative methods (Virtual Private Network or Tor project).
But Russia is thinking of something different to create its own Internet. In an interview given to the BBC, the New America Foundation’s cybersecurity analyst Robert Moges said that Russian ambitions on the Internet are different. Russia wants to establish greater control over the Internet.
Russia’s own Internet
Earth’s dominant states have a big push after 2010. At the time, the movement spread like ‘Arab Spring’ from the medium of social media spread the country to the country. The leader of the long-held dictator goes to the throne Rulers like Hosni Mubarak, Ben Ali and Gaddafi lose power. On the other hand, there was a role of social media and the Internet in Russia from 2011 to 2012 in a movement titled ‘Winter of Protest’ in Russia.
After these movements, Russia and China started talking openly about establishing authority on the Internet. Moscow urges the West to abstain from distorting the “distorted influence” on Russian citizens during this time.
After the movement, Russia began to think of building a digital border like China on the Internet. But China was not able to control the Internet in the manner shown by China.
Adm Sigal, the cyber expert of the Council of Foreign Relations, based in the United States, said that China’s control system is usually the content of the Internet (word, writing, video, audio) control system. This method did not work in Russia.
Worldwide Internet connection pipeline is set based on the map created by Paul Bafde, a computer scientist at the University of Wisconsin, USA. Based said countries like Russia are connected to the rest of the world through complex connectivity to the rest of the world. The country itself does not know how much and how much they are connected to the global internet. As a result, it is not easy for Russia to monitor the connection between the country’s connections and the Internet. One basic thing on the Internet is the DNS. It tells how to make the Internet IP address readable. For example, the first light IP address is 188.8.131.52. DNS makes it readable by translating www.prothomalo.com.
Russia has made its own copy of this DNS system (current headquarters in the United States of America). If someone enters Google’s website from Russia, then it will automatically go to the country’s own search engine Yandesk. Similarly, if you go to Facebook, you will go to Russia’s social media wiki. Russia has successfully tested this issue in April.
Moges said that Russia and censorship will not be necessary if this project is successful. Even Russian Internet traffic will never go out. Citizens will not get access to any other documentary outside the country.
The government has so much control over Russia’s project that a global network cannot be accessed by creating an alternate network through a ‘virtual private network’ or ‘too project’. Which is still possible in China.
Where is the problem of global free internet?
In the hand of the global Internet and its technological composition (eg domain system, cable) control in the West. Many states are not happy with this control.
Unhappy states, also called authoritarian, are dissatisfied with the Internet data publication system. It is possible to publish information freely on the global Internet. Whether it is any information or not. As a result, the authoritarian states have to face an embarrassing situation many times.
On the other hand, there are some problems on the open internet, which are equally serious for all countries. In the current cyber world, the people of a country are risky like military installations or electricity or emergency water management of that country.
Moges said that the opportunity to enter the world of huge and open information can have an impact on people’s decision making. Especially in the political field, its effects can be dire. It has already been understood by Russia and China much earlier than others.
For this, the philosophy of Russia and China is that the people of the country, like any other sensitive topic, are also important. The manner in which military installations are to be protected through strict security measures, similarly the people should also be protected. According to Lincoln Pigman of Oxford University, the ‘false news’ in the Internet world is just as damaging as the real ‘virus’ of the real world.
On the other hand, a large part of global Internet control is in the hands of the United States. If the United States wants, it can run chariots. Edward Snowden, the world’s largest public outcry, was shocked. Besides, cyber attacks of terrorist groups are also a cause of concern. But there is a great risk of creating their own internet system.
Belt and Road Initiative
To create its own Internet system, the country’s main risk like Russia or Iran is economic. Transactions of financial institutions are now dependent on the global internet. As a result, with the separation of the Internet from the global Internet, Russia can become economically monogamous.
But China’s project ‘Belt and Road Initiative’ after showing the path of freedom from this situation. Through this project considered as ’21st Century Silk Route’, China wants to establish a land route, seaport, and telecommunications network with the rest of the world.
The BBC says China has been involved in the telecommunications project of more than 80 countries. China is also helping the countries to build basic networks starting from placement. Through this, China is moving forward in creating alternative global networks.
According to Strafford expert Jim Tack, who is working on geopolitics, this network project is important. Because through this, China and Russia can create an economic force like themselves. This may be the alternative way to survive from the western-based Internet and economic forces.
According to Tack, there are enough countries willing to join China and Russia to create an alternative economic economy.
Political influence ( global internet system be divided )
Analysts believe that the political effects of countries’ efforts like Russia, Iran, and China will be deep in building their own internet system. The New York Times wrote an editorial about this. The media fears that the world may soon be looking at a few parts of the shared Internet system. They fear that such a system could be used in violation of human rights rather than the free internet. Acquiring sovereignty on the internet will allow states to monitor the citizens at the same time. It will be constrained by a citizen’s freedom of expression.
Mariah Farrell of the Open Wright Group, a free internet camping company, said that this step of Russia and China will be encouraged in other countries too. Specifically, countries such as Zimbabwe, Djibouti, and Uganda want to be part of this project.
A New America Foundation study reveals 50 states that are thinking of doing something about the Internet. These countries have been named ‘Digital Disaster’. Among them, countries such as India, South Korea, and Israel There are two ways in front of these countries today with the Internet system. A, existing global free internet. The other, sovereign and controlled internet. Moges says that if Russia and Iran are successful in establishing their own Internet system, then these ‘Digital Disaster’ states may be motivated to build their own internet system.
